Le projet d’urbanisme en contexte de décroissance urbaine : quelles adaptations à des problèmes inédits ?

Abstract : Shrinking cities question the urban policies as well as the urban development project which is one of its classical instruments. Although international urban research has documented well the processes of urban shrinkage and their urban effects, it has been less interested in the consequences of urban shrinkage for the urban policies and, in particular, the urban development project. The communication proposal is rooted in an action research conducted with the City Council of Roubaix and the support of the Lille inter-municipal body. From empirical investigations, we will show that the mechanisms of the urban planning project are deeply questioned by a structural and multidimensional phenomenon of vacancy (1), by land and real estate markets failures (2), by a system of action designed for a growth-oriented planning system (3).
