Vers une meilleure prise en compte des défaillances en cascade au sein des réseaux franciliens interdépendants face aux crues majeures

Abstract : This article aims to discuss the conditions of choice and implementation for a process of failures identification and analysis within technical networks in the Paris region resulting from interdependencies facing a major flood of the Seine. After presenting findings from a state-of-the-art of the operational approaches and discussing the implementation challenges associated with these approaches, we propose several criteria for selecting or constructing a context-appropriate approach. We then take the case of Île-de-France facing the risk of major flooding with regard to our scientific and operational issues, identifying its specificities and the work already conducted and in progress. The collaborative vulnerability mapping initiative is discussed as a potential tool for improving the consideration and management of potential interdependencies and cascading failures, and a shared methodology for building, sharing and the consideration is proposed.
