Vers une nouvelle gouvernance des conditions d'accès à l'encadrement sportif professionnel

Abstract : The notion of uncertainty has become essential in our contemporary societies, and its use in the political domain is increasing. One of the adaptations to this feature is the governance in which heterogeneous actors, public and private, are involved in the formulation of policy. These observations are found in the sports sector. Until the bend of the XXIth century, the conditions of access to sports coaching in the private sector are the monopoly of the Ministry in charge of sports by means of the diploma "Brevet d'Etat d'Educateur Sportif" (BEES). This established order is modified at the beginning of 2000s with the opening of these jobs to new kinds of certifications and also by the emergence of a specific professional sports sector. The conditions of access to sports coaching are shared between several certifiers. On one hand, university degrees of "Sciences et Techniques des Activités Physiques et Sportives" (STAPS) obtain new prerogatives. On the other hand, the professionnal sports sector develops the "Certificat de Qualification Professionnelle" (CQP), whose holders also have access to sports coaching, under specific conditions. These reconfigurations lead to competitions and uncertainty in this new governance.
